General principles of the Bill
What are your views on the general principles of the Health
Service Procurement (Wales) Bill?
- The
risks seem to apply more strongly to a provider whose services are
delivered and funded at a centralised level. Our reality is
currently very local in procurement of services across Wales.
- We
are currently looking at work in England on how to better adapt to
the changes anticipated by further integration and the establishing
of Integrated Care Boards, which unite a larger geographical area
than before. This could mean bigger and more complex tenders and
service models for us in the future.
- We
understand that Wales is not following this path currently, but
this bill (or the exemption from it) could enable Wales to adopt
this trend or interpret it in the future as the government here see
fit.
- The
divergence in approach in Wales is already apparent, and it’s
difficult to measure the impact of this exemption from the UK bill
on this in the future.
